An Indian Head Rock was removed from the Ohio River last year and remains in the possession of the city of Portsmouth.
The removal of Indian Head Rock constitutes theft of Kentucky state property and violates both federal and state antiquities laws, consequences of which will be discussed during a multi-agency press conference to clarify Kentucky’s position on the illegal removal of the Rock from the Ohio River in 2007.
The press conference is at 2 p.m. Wednesday, May 28 Kentucky State Capitol Rotunda.
Cliff Duvall, Commonwealth Attorney for Lewis county will speak.

My family and I took some stones from the shore of lake superior. Should we be in fear of the Michigan pebble police?:fear:
I would rather see our elected Representatives work on matters such as a state budget
And not who owns a rock.
The truth of the matter is, this rock only visible before the dam system. Anyone and everyone etched their name on it along with the carving of the " Indian head ". Which looks a lot like Charlie Brown.

State Rep. Todd Book of Ohio said Portsmouth is already planning a festival around Indian Head Rock this Fourth of July.
If the rock is to become the focus of a festival, here are some tips for the best way to take pleasure in the rock.
Use a rotary tool and sanding disk to round sharp edges. Your rock should be pleasant to pet, not dangerous.
Use a polishing cloth to give your rock a healthy shine. Don't polish it too much; you don't want the rock to show fingerprints (or lip prints).
Observe the stone carefully for a few days. Get to know its personality.
Glue on googly eyes or use enamel paints to enhance the rock's face.
Don't add pipe-cleaner legs, glitter or other garish ornamentation. The rock will feel stupid in public and may grow to resent you for it. You may, however, provide it with a fashionable hat.

The U.S. Supreme Court has spoken. NOW GIVE US BACK OUR ROCK
U.S. Supreme Court
OHIO v. KENTUCKY, 444 U.S. 335 (1980)
444 U.S. 335
OHIO v. KENTUCKY.
ON EXCEPTIONS TO REPORT OF SPECIAL MASTER.
No. 27, Orig.
Argued December 3, 1979.
Decided January 21, 1980.
Held:
The boundary between Ohio and Kentucky is the low-water mark on the northerly side of the Ohio River as it existed in 1792 when Kentucky was admitted to the Union, not the current low-water mark on the northerly side of the river. Historical factors establish that the boundary is not the Ohio River just as a boundary river, but is the northerly edge. Thus, the accepted rules of accretion and avulsion attendant upon a wandering river that are applicable in customary situations involving river boundaries between States, do not apply here. Indiana v. Kentucky, 136 U.S. 479 , controls this case. Pp. 337-341.

I hate Ohioans!
Easy now. About a 1/4th of them are native Kentuckians who over the years moved to Ohio to find work. Another 1/4th are from Tennessee who ran out of money on the way to Detroit.....LOL

Our little 8 ton rock is rocking the news world. The story has gone worldwide.
Some think the rock should return to Maysville so the rock can be checked to see if any Maysville water has touched the rock. We may have a claim to file in the upcoming legal battle.

In debate of the ownership of the Ohio River.
Kentucky Became the 15th state to join the union in 1792 or 1793, In it's petition it requested the northern side of the river as it's boundary to the north. The petition was granted.
Ohio did not get statehood till sometime in the early 1800's. I forget the dates because I was in Jr. High School back then only a few years behind Kdown.
The Ohio River has been a battle for years originally because it was named in honor of Marie Antoinette. Now why or how slips my mind too. cause I don't get the derivative between Ohio and Marie Antoinette.
Maybe someone that was in High School in the 1700's could remember better than me.
Whom owns the rock? Who really cares? All I know is I used to own the money that is fighting the battle for this rock and I really wish the people I hired to represent me would spend it a little better. I am thinking about firing them at the next election.

Nine months after Steven Shaffer of Ironton, Ohio, led an effort to remove an 8-ton boulder from the Ohio River, a Greenup County, Ky., grand jury has indicted him on a felony charge for removing the historic rock. Now Shaffer faces a criminal charge of removing an object of antiquity, a Class D felony that could earn him one to five years in prison.
The rock, which Kentucky contends was on its side of the river, is listed on the state's official antiquities register. Kentucky law requires that a permit be obtained from the Office of State Archaeology before an object on the register is removed.
Shaffer said yesterday that he had not received official notification of the indictment and planned to check with authorities to determine his next step. He said he plans to fight the charge.
