ANSWER:
If you only want to post a comment in a discussion, just go to the bottom of the page and start typing in the quick reply box, then click "post quick reply". If you want to reply to something someone said prior, just go to that post and click on "quote", type your message under their message, then click "post reply". Also, there's a lot of useful tips in the "How to section" see post http://www.maysvillekybbs.com/forums/announcement.php?f=29&a=9, hope this helps.

In the forums section you need to pick a category. Once you do press the new thread button. The only category members cannot post in is the "Articles for Front Page Section".
