Dubai Ports World, which has purchased a British company that has operated the U.S. ports for years, is state-owned.
Kentucky has close ties to the United Arab Emirates through the Maktoums, the ruling family of the city-state of Dubai.
Sheikh Mohammed bin Rashid al Maktoum, who recently became ruler of Dubai after his brother's death, also has served as UAE defense minister.
The Maktoums own several top thoroughbred farms in Central Kentucky and have purchased hundreds of millions of dollars' worth of horses at Kentucky's thoroughbred auctions.

A humane society and a sports field, both in Woodford County, were among initiatives that received substantial gifts from Sheikh Maktoum, according to his longtime friend and legal counsel in Kentucky, Phil Scott.
