Governor Ernie Fletcher has instituted an incentive program for Kentucky thoroughbred breeders. Fletcher signed the emergency regulation Thursday. Fletcher's office reports the incentives are based primarily on a mare's residency and are aimed at keeping them while attracting new mares to the state. Under the plan, mares would be required to live in the state from breeding until the foal is born.
