Section 156 of the Kentucky Constitution allows for the division of cities according to the following population ranges:
CLASS POPULATION NUMBER IN CLASS
1 100,000 or more 0
2 20,000-99,999 12
3 8,000-19,999 19 -Maysville
4 3,000-7,999 102
5 1,000-2,999 118
6 999 or less 169
There is also one (1) Urban-County Government - Lexington
There is also one (1) Metro Government -Louisville

An "Urban-County Government" is the result of the merger of a county and the city in that county.
The result is a single local jurisdiction that has the powers and responsibilities of both a county and city.
The process requires a referendum vote.
So far in Kentucky, only the city of Lexington and the county of Fayette have merged to become the Lexington Fayette Urban-County Government.

Metro Government is a merger between a county and the largest city in that county.
Other incorporated municipalities within the Metro boundaries may continue to operate as independent cities.
In Kentucky, only Jefferson County and the city of Louisville have merged to become Louisville Metro, effective January 1, 2003.

The Kentucky Statutes provide for four forms of city government:
1. Mayor/Alderman
2. Mayor/Council
3. Manager/Commission - Maysville
4. Commission

Cities provide a wide range of services, which generally include police and fire protection, streets and roads, parks and recreation, general administration and community development activities.
In addition, many cities offer the following services on a charge for service basis:
potable water
waste water collection and disposal
solid waste collection and disposal
natural gas distribution
electric generation and distribution
telecommunications services
Other cities contract with private vendors to provide these services.
